Fiscal Note

Funding in the amount of $22,866,400 is available from the U.S. Department of Transportation, and $1,500,000 is available from the Transportation and Public Works Department Operating Budget. A City funding match of $5,716,600 is required, which is available in the Fiscal Year 2022-2023 Transportation and Public Works Department Operating and Capital Budgets. A fiscal note is attached.

Prior Council Action:

July 28, 2022 - Resolution No. 20220728-086, to authorize the submittal of a grant application for an Implementation Grant with the Safe Streets and Roads for All discretionary grant program, administered by the United States Department of Transportation to address road safety was approved on a 10-0 vote with Council Member Fuentes off the dais.

Additional Backup Information:

In early 2023 the Transportation & Public Works Department (TPW) was awarded $22,866,400 through the US Department of Transportation's (USDOT) Safe Streets and Roads for All (SS4A) grant program. Staff are requesting Council approve the grant agreement and appropriate the federal grant funds which will be fully reimbursed by USDOT as grant funds are expended over the five-year timeframe of the grant agreement. Staff are also requesting a budget amendment to transfer funds from the TPW Fiscal Year 2022-2023 Operating Budget to account for a portion of the required local match.

Prospective project locations which were included in the grant application are included in the attached map. Following approval of the grant agreement and appropriation of funds, TPW staff will refine final project locations and begin pursuing new contracts with consultants or vendors, as needed, to implement the projects over the five-year timeframe of the grant.

The General Fund will not be required to contribute additional funds beyond those currently budgeted to this grant. When the grant funds expire, the department’s need for continuing funding will be evaluated and may be denied.
