Procurement Language:

Multiple cooperative purchase programs were reviewed for these services. Austin Financial Services has determined this contractor best meets the needs of the departments to provide these services required for the City.

MBE/WBE:

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

Additional Backup Information:

The contract will provide ongoing maintenance, software licensing, and technical support for Infoblox, the City's core network management platform. Infoblox delivers critical network services, including Dynamic Host Configuration Protocol, which automatically assigns IP addresses to network-connected devices, and IP Address Management, which centrally manages and tracks IP addresses across City Public Safety sites and data centers. Together these services ensure devices can securely connect to the network, reliably access business applications, and communicate across departments while maintaining a stable, secure network infrastructure. This contract supports the City’s goal of maintaining secure, reliable technology operations essential for Public Safety staff and municipal functions.

This contract will replace and consolidate two contracts, one for Austin Technology Services that expires December 10, 2026, and one for Austin Energy that expires July 20, 2027. The requested authorization amount was determined using departmental estimates based on historical spend and anticipated future growth. The recommended contractor is the current provider for these services.

Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.

Failure to execute this contract will result in a loss of software support, security updates, and maintenance for the City's Infoblox platform increasing operational risk, including network downtime, extended resolution times, and security vulnerabilities across critical Public Safety and operational systems.
