This contract was for migration, hosting, and support of Austin Energy’s (AE) Energy Efficiency Collaboration Platform (EECP). EECP is the system used to manage AE’s solar, green building, electric vehicles, and energy efficiency programs, including customer enrollments, incentives, and rebates. Additionally, EECP is the framework for administering Energy Conservation and Audit Disclosure (ECAD), which tracks energy usage for residential, multi-family, and commercial properties in support of the City’s ECAD ordinance.
The previous hosting and support provider of the EECP and ECAD systems notified AE that they would end services prior to the contract’s expiration. To avoid disruption to these public-facing programs, AE declared a Critical Business Need to contract directly with Endava Inc. to complete migration and transition hosting and support before the previous vendor ceased providing services. Due to the time sensitivity, the contract was executed prior to Council approval.
The requested amendment is for additional time and funding authorization to ensure continuous service to AE customers and programs. Without this contract , AE would need to replace EECP and the ECAD data portal, causing disruption to energy efficiency program enrollments, rebates, and access to ECAD compliance data.
