Of the three offers received, the recommended contractor submitted the lowest responsive offer. Additional Backup Information:

As part of the 2020 Safety and Active Transportation Bond, the Longhorn Dam Multimodal Improvements bridge project includes key features that will enhance the safety and connectivity of the Ann and Roy Butler Hike and Bike Trail and parkland to the east. A three-legged bridge that spans from the peninsula, Canterbury Park near Canterbury Street, and Longhorn Shores, and a wider, more welcoming underpass south of the Longhorn Dam connecting to Roy G. Guerrero Colorado River Metro Park. These improvements will address ongoing public safety concerns to bike and foot traffic on the Butler Trail traveling over the Longhorn Dam along South Pleasant Valley Road, a major arterial roadway.

 

The proposed improvements are focused on reducing congestion and enhancing safety by improving pedestrian and bicycle traffic flow, reducing delays at intersection points, providing alternate modes of transportation, and reducing the number of collision points.

 

This item includes two allowances. The allowance of $15,000 will be used to address permanent irrigation and the allowance of $100,000 will be used for existing tree care.  An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not yet determined at the time of bidding.

 

Due to the potential for unforeseen circumstances or physical project conditions, a 10% contingency has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

The project calls for lane closures, detours, and use of temporary pavement at varying locations along South Pleasant Valley Road from Canterbury Street north of Lakeshore Drive at the existing pedestrian hybrid beacon throughout the duration of construction. Capital Delivery Services will communicate information regarding the project with neighboring businesses and residents using mailings, social media outreach, press release, etc. to inform the public as the work progresses.

 

A delay in contract approval could continue to impact the safety and traffic congestion on the bridge.

 

The contract allows 842 calendar days for completion of this project. This project is located within zip code 78702 (District 3).
