Purchasing Language:

The Financial Services Department issued a Request for Proposals solicitation RFP 8100 MPM3026 for these services. The solicitation was issued on June 16, 2025, and closed on July 10, 2025. Of the two offers received, the recommended contractor submitted the best evaluated responsive offer. This contract will be awarded in accordance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities therefore, no subcontracting goals were established. However, the recommended contractor identified subcontracting opportunities.

Additional Backup Information:

The contract will provide screening of airport workers and their property to prevent the introduction of weapons or explosives into sensitive secure areas of the Austin-Bergstrom International Airport (AUS). The International Civil Aviation Organization and U.S. Department of Homeland Security have identified a risk to civil aviation posed by airport workers who have unescorted access to security sensitive areas of airport and aircraft, and the ability to bypass passenger screening checkpoints operated by the Transportation Security Administration (TSA). It is the Airport’s goal to meet all airport regulations, and this contract will provide services and equipment to meet these new requirements.

 

The new requirements are scheduled to go into effect in April of 2026 and the contractor must be able to comply and submit a screening program to the TSA for approval within 70 days of contract execution. The contractor must also have the ability to modify and adapt the program to align with changes to the regulations, as needed.

The contract is new to AUS based on changes to airport regulations in 49 CFR §1542.209. Estimates are based off the current screening program and reviews of similar programs at alternate airports. An evaluation team with expertise in this area evaluated the offers and scored Unifi Security, LLC, as the best to provide these services based on experience and references; personnel qualification, experience, and staffing plan; concept, strategy, and equipment; price; local business preference; and small business preference.  

 

If a contract is not secured, AUS will be unable to comply with the mandated Airport Security Program.
