Procurement Language:

Multiple contractors within this cooperative purchasing program were reviewed for these services. The Financial Services Department has determined this contractor best meets the needs of the Austin Police to provide these services required for the City.

 

MBE/WBE:

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

Additional Backup Information:

The contract is for the continued subscription, support, and maintenance of the Acadis Readiness Suite Learning Management System software and services. The system provides and tracks officer training and reports course results to the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE). The system capabilities enable Austin Police to meet TCLEOSE requirements, such as training, enrollment and attendance, lesson plans, class materials, presentation media, and course evaluations. The platform also supports the Continuing Education Unit by tracking non-compliance reports related to education requirements for all Austin Police officers. 

 

The contract will replace an existing contract which expires October 21, 2026. The requested authorization is based on departmental estimates of future needs. The recommended contractor is the current provider of these services. 

 

Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings. 

 

If the contract is not approved, Acadis software and services will not be available to Austin Police, disrupting training on departmental procedures and impacting the quality of services provided to the City.
