The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1111 for these services. The solicitation was issued on March 31, 2025, and closed on May 15, 2025. Of the nine offers received, the recommended contractor submitted the lowest responsive offer. The Watershed Protection Department is designing a Capital Improvement Project to stabilize erosion along the Richmond Tributary to Williamson Creek. The existing channel banks are in poor condition, leading to ongoing erosion that is threatening approximately 55 residential properties.
This project will stabilize channel banks to protect nearby yards, trees, buildings, and infrastructure from ongoing erosion. It also includes replacing flood-prone culverts at Philco Drive and Green Forest Drive. In addition, approximately 1,080 linear feet wastewater line and 780 linear feet water line will be relocated along Gillis Street, Green Forest Drive, and Richmond Avenue to upgrade utility infrastructure and ensure compliance with City regulations.
Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project proposes lane closures and detours. The contractor will work to ensure that residents and businesses always have access to their driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance.
A delay in contract approval will hinder the City’s efforts to address erosion and flood risks for residents in the Williamson Creek neighborhood.
The contract allows 608 calendar days for completion of this project.
