Authorize negotiation and execution of an agreement with the African American Youth Harvest Foundation for juvenile delinquency prevention services for an initial 12-month term beginning on September 1, 2026, with up to four additional 12-month renewal options, each in an amount not to exceed $100,000, for a total agreement amount not to exceed $500,000. Funding: $100,000 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Public Health. Funding for the remaining years of the agreement is contingent upon available funding in future budgets.

September 29, 2022 - Council authorized negotiation and execution of an agreement with the Council on At-Risk Youth to provide juvenile delinquency prevention services for an initial 12-month term ending on August 31, 2023, with up to three 12-month renewal options, for a total agreement amount not to exceed $320,000 on an 8-0 vote.
August 26, 2021 - Council approved an ordinance amending the Fiscal Year 2020-2021 Austin Public Health Department Operating Budget Special Revenue Fund (Ordinance No. 20200812-001) to accept and appropriate $475,000 in grant funds from the Texas Department of Family and Protective Services for the 78744 Community Youth Development Grant on a 9-0 vote.
August 26, 2021 - Council approved negotiation and execution of agreements with three subgrantees for juvenile delinquency prevention services for an initial 12-month term through August 31, 2022 with up to four twelve-month renewal options, with the following providers: Workers Assistance Program in an amount not to exceed $80,000 for the initial term and each renewal option, for a total agreement amount not to exceed $400,000; E4 Youth in an amount not to exceed $80,000 for the initial term and each renewal option, for a total agreement amount not to exceed $400,000; and Mexic-Arte Museum in an amount not to exceed $80,000 for the initial term and each renewal option, for a total agreement amount not to exceed $400,000, on a 10-0 vote.

The Community Youth Development (CYD) Program is a state-funded juvenile delinquency prevention initiative administered by the Texas Health and Human Services Commission. The program targets communities identified as having elevated rates of juvenile crime and provide evidence-informed prevention, intervention, youth development, family engagement, and community-based services designed to reduce delinquent behavior and strengthen protective factors for children and youth.
Austin Public Health has successfully administered the CYD Program for more than 20 years and currently serves youth residing in the 78744 ZIP code through school-based and community-based programming. Services include positive youth development, mentoring, leadership development, academic support, life skills, family engagement, social-emotional learning, and referrals to supportive services.
Austin Public Health will continue to serve as the fiscal agent and program administrator, partnering with community organizations to provide culturally responsive programming that reflects the community's needs and strengths. These partnerships expand access to high-quality youth development opportunities and leverage each organization's expertise in serving children, youth, and families.
