May 10, 2018 - Council approved professional service agreements with CDM Smith, Inc.; Freese and Nichols, Inc.; Geosyntec Consultants, Inc.; HDR Engineering, Inc.; and Stantec Consulting Services, Inc., for the 2018 Stream Restoration and Stormwater Treatment Engineering Services Rotation List.

Additional Backup Information:

The City’s Watershed Protection Department provides water-quality protection, flood mitigation, and stream erosion services as part of its watershed management program. The Department requires external professional engineering services to assist in the execution of Capital Improvement Projects and the development of code/criteria updates and special studies related to stream restoration and stormwater treatment.

 

The selected firms provide stream restoration and stormwater treatment engineering services for the Watershed Protection Department. Project assignments typically include preliminary engineering, design, bid, and construction phase services. As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design and support services associated with construction or improvement of City capital assets. Rotation List contracting allow the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City.

 

Additional contracting authority is required to complete the professional engineering services on several projects. Additional authority will be used to complete ongoing projects that are in various stages of design and fund them through the end of construction phase services. These projects include, but are not limited to, the following:

 

                     Little Bear Creek Recharge Enhancement - Construction Phase Services

                     Wells Branch Stream Restoration - Design Phase, Bid Phase, and Construction Phase Services

                     MoPac Steck Water Quality Retrofits - Construction Phase Services

 

Additional funding will allow the Watershed Protection Department to continue designing existing projects through construction phase and prevent re-design costs associated with transitioning partial design to a new engineer.

 

A delay in approval of this amendment will impact the department’s ability to complete these necessary projects protecting against erosion repair to the MoPac-Steck Pond.
