Multiple cooperative purchase programs were reviewed for these services. The Financial Services Department has determined this contractor best meets the needs of Communications and Technology Management to provide these services required for the City.

Cooperative Agreements are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

The contract will provide modernized tools, licensing, and services to migrate applications to a cloud service provider, to decommission on-premise legacy technology. This will allow Communications and Technology Management (CTM) to become more responsive to business demands by lowering the time to deliver new application integrations, enhance the City’s security and disaster tolerance while decreasing the City’s capital investments. Public cloud computing services are uniquely positioned to support the City’s strategic technology requirements by allowing CTM to delegate administrative overhead and focus on its core functions.
Omnia Partners is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
If this request is not approved, CTM will be unable to provide comprehensive application integration services to all City departments, and new integration requests will continue to take more development time than would be the case using the cloud environment. Additionally, CTM will not be able to take advantage of the security enhancements within the cloud platform that would allow integrations to transmit data more securely.
