Additional Backup Information:
The contract will allow various City departments to purchase fuel at commercial retail fueling facilities and charge electric vehicles in areas of Austin, surrounding counties, and other locations where the City does not currently have City-owned fueling/charging facilities. Fleet fuel/Electric Vehicles (EV) charge cards are issued to City staff for the following reasons:
• High compression motorcycle engines are recommended to use premium fuel. Austin Fleet Mobility Services does not carry this fuel type in any City-owned fueling facility.
• All public health and safety departments, including Austin Police, Austin Fire, Emergency Medical Services, and departments that provide services in areas where a City-owned fueling/charging station is not nearby (e.g., Emergency Medical Services serves Travis County, not just Austin).
• Emergency response and/or disaster relief and mutual aid.
• City business travel.
This contract offers the ability to manage spending with purchase limits and the ability to track and verify transaction data from each fuel/EV charge card. In addition, monthly rebates are offered based on gallons purchased.
The contract will replace a contract which expires on December 31, 2026. Annual authorization amounts were developed with consideration for future fleet expansion, projected citywide departmental growth, historical spending trends, and ongoing support for sustainability initiatives. The recommended contractor is the City’s current provider for these services.
The Sourcewell Cooperative is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
The contract is necessary to provide the City with reliable access to fuel and EV charging stations for vehicles throughout the City and surrounding areas. In addition, motorcycles used by Austin Police require premium fuel, and Austin Fleet Mobility Services does not carry this fuel at any City-owned fueling facility.
