The requested action is for Council to ratify the contract with Jay Reece Contractors, Inc., which was procured under authority of Section 252.022(a)(2) of the Texas Local Government Code as a procurement necessary to protect or preserve the public health and safety of the citizens of Austin.
The general project scope included rehabilitation for storm drain, water utilities and the roadway along Mildred and Canterbury Streets from Willow Street to Metz Park. The project length along the roadway alignment was approximately 800 feet. Project activities included excavation along the alignment of the storm drain and additional utility work identified by the Watershed Protection Department and Austin Water needed to upgrade or renew their systems within the project area. The roadway subgrade and surface were reconstructed between both curb lines.
This project was performed under emergency affidavit declaration to expedite the procurement and restore public safety of the right-of-way as soon as possible. In July 2020, Austin Water dispatched crews to a waterline break on Mildred Street between Canterbury Street and Willow Street. The incident also included failure and collapse of the roadway at the break location. Sinkholes appeared near the intersection of Mildred and Canterbury and differential settling of the pavement became evident along the linear alignment of an existing 6’x9’ storm drain box. The emergency contract was executed in November 2020 and completed in 2023, prior to council action.
