This action will authorize Amendment No. 2 to the agreement with Endeavors to add one eight-month extension option starting on August 1, 2024, for the Endeavors Austin Emergency Homeless Shelter agreement with Family Endeavors. Family Endeavors is operating a temporary emergency homeless shelter located at the Austin Convention Center Marshalling Yard Warehouse. The program has a yearly goal of 800 unduplicated clients and to date, has served 596 unduplicated clients with over four months remaining on their original 12-month contract term. In addition to case management services, clients at the Marshalling Yard Emergency Shelter receive daily transportation services (including door-to-door transfers), three healthy and nutritious meals per day (provided through an agreement between Endeavors and the Central Texas Food Bank), pet-friendly onsite boarding and pet food, onsite laundry services, onsite showering facilities, wellness activities (e.g., healthy living classes, television area) and patio access for outdoor activities. If authorization of Amendment No. 2 is not approved, the Homeless Strategy Office (HSO) will immediately begin winding-down emergency shelter services at the Austin Convention Center Marshalling Yard Warehouse, which will require the postponement of the HSO’s efforts to connect people experiencing unsheltered homelessness with supportive services.
Amendment No.1 modified the program work statement, performance measures, and budget and narrative for the period of August 1, 2023 to July 1, 2024.
The original agreement was approved for a term of 12 months ending on July 31, 2024, with no authorized extension options, for a total agreement amount not to exceed $9,140,000.
On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law, establishing the Coronavirus State and Local Fiscal Recovery Funds program. ARPA funds are intended to support ongoing recovery efforts in Austin and Travis County and respond to the COVID-19 public health emergency and its negative economic impacts, by meeting urgent community needs.
Resolution No. 20210325-111 directed the identification of priority needs for ARPA funding to include homeless services, which is addressed by the work of Endeavors under this agreement.
