Austin Financial Services issued a Request for Proposals solicitation RFP 6400 PLS3020 for these services. The solicitation was published on May 4, 2026, and closed on May 28, 2026. Of the three offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. This contract is for tower climbing, inspection, maintenance, repair, installation, testing, and equipment replacement on the Greater Austin/Travis County Regional Radio System (GATRRS) communication towers and antenna systems. The contract will provide the City’s Mobile Radio Communications Division with as-needed services to support the operation and maintenance of these systems. Work will include tower and antenna inspections; cable, grounding, and lighting work; equipment removal and replacement; microwave services; and emergency repairs. The contractor will provide certified and trained personnel, equipment, and 24/7 availability to perform the required work safely and in accordance with industry standards. The contract supports the ongoing and emergency needs of GATRRS towers and antenna systems.
GATRRS field support personnel will oversee contractor services and ensure all work is performed in accordance with applicable industry safety standards.
The current contract expires April 6, 2027. The recommended contractor for the new contract is not the current provider for these services.
The City relies on communication towers to support critical City and public safety communications. Specialized tower climbers are required to inspect, maintain, and repair this equipment, including responding to emergency repairs within four hours. This contract will help ensure the City’s radio communication systems remain safe, reliable, and operational.
