November 9, 2023 - Council approved a professional services agreement with Project Controls of Texas, Inc. for Expert Project Manager & Technical Services for redevelopment and expansion of the Austin Convention Center.

Additional Backup Information:

The Convention Center expansion project will significantly increase the amount of rental space the Austin Convention Center has to offer to the market. The project will retain current customers with growing events and attract additional business that will benefit the department as well as enhance the economic vitality of the city. An increase in contract authority is now necessary to accommodate the following additional services:

 

                     For Austin Energy: Provide supplemental project management services for a new stand-alone District Chilling Plant (DCP) #4.1, to be constructed on property adjacent to the Austin Convention Center that will replace the decommissioned DCP #4; and procure an updated survey report for the adjacent site designated as the future location of DCP #4.1.

 

                     For Austin Energy and Austin Convention Center Department: Procure an updated geotechnical report for the adjacent site designated as the future location of DCP #4.1; procure Phase I and Phase II Environmental Site Assessments for both the future site of DCP #4.1 and the existing site of the Austin Convention Center; provide archaeological monitoring throughout the demolition and excavation processes at both the future site of DCP #4.1 and the existing Austin Convention Center site; and provide third party testing services.

 

                     For the Watershed Protection Department: Coordinate the installation and oversight of vibration monitoring equipment for the Waller Creek Tunnel during demolition, excavation, and construction activities necessitated by the project’s proximity to the tunnel; and coordinate de-watering and cleaning of the Waller Creek Tunnel to facilitate the assessment of existing conditions prior to the start of construction activities.

 

Project Control of Texas, Inc. is the current consultant for these services and they have been working collaboratively with the Capital Delivery Services Department project team, to provide comprehensive support across various project management functions including cost management, scope and change control, risk management, communications, reporting, regulatory compliance, schedule oversight, technical and inspection services, and quality assurance, all contributing to the successful delivery of the project.

 

Project Control of Texas, Inc. has facilitated and coordinated services beyond the original contract scope and expectations to support the City in meeting the demands of an accelerated, fast-track schedule.

 

Funding for the expansion project is provided through the Austin Convention Center Department’s allocation of the Hotel Occupancy Tax, the additional 2% expansion Hotel Occupancy Tax rate approved by City Council in 2019, and the Austin Convention Center’s revenues. Once complete, the new Austin Convention Center will provide over $750 million in yearly economic impact to the City. Additional funding will be provided by Austin Energy for expenses related to the development and construction of the DCP #4.1. Prior funding was provided for completed work by the Watershed Protection Department for expenses associated with the Waller Creek Tunnel cleanout and vibration monitoring.

 

This contract amendment does not affect the overall project budget for the Austin Convention Center Redevelopment and Expansion Project.
