The City sold a 2.3-acre portion of land within the 208-acre Colony Park Sustainable Community site to Central Health for the development of a Health and Wellness Center. The new Center will serve the immediate and critical needs of Northeast Austin and the Northeast Travis County communities. As part of the negotiation, the City is responsible for constructing certain infrastructure on the site including new roadway, waterlines, wastewater lines, sidewalks, curb and gutters, a reinforced concrete stormwater line, manholes, valves, and all associated equipment.
Due to unforeseen bid quantity increases and additional scope items not included in the original contract, an additional 15% contingency is requested to allow for the expeditious processing of change orders to cover the remainder of the construction costs associated with the project. These items include but are not limited to additional required stormwater detention, water quality infrastructure, critical environmental feature protections, additional soil stabilization measures, additional electrical infrastructure to provide streetlights, water pipeline installation, and roadway changes necessary to improve traffic flow, safety, and alignment. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project will require temporary lane closures and detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic and work to ensure that residents and businesses always have access to driveways. If access cannot be maintained, written notice of limited access will be provided to the affected property owners(s) at least 24 hours in advance.
A delay in issuing this contract will affect the development and delivery of Central Health’s Health and Wellness Center. Construction began January 2025.
