On May 21, 2026, Hays Central Appraisal District’s board of directors adopted a resolution approving the appraisal district’s purchase of real property and construction of a new appraisal office in Kyle, Texas, 78640. Hays Central Appraisal District estimates its total project costs at $15 million.

 

Section 6.051 of the Texas Tax Code requires an appraisal district to obtain the approval by three-fourths of the governing bodies of the taxing units entitled to vote on the appointment of board members of the appraisal district in order to acquire or convey real property or construct or renovate a building or other improvement.

 

By letter dated June 25, 2026, the Appraisal District sent notice to the City of its intent to relocate its office and purchase real property and new construction requesting such approval. Under Section 6.051, City Council has 30 days after the date the Mayor receives notice of the proposal to approve or disapprove the proposal, or if it does not act before that 30th day or fails to file its resolution with the chief appraiser for Hays Central Appraisal District on or before the 10th day after that 30th day, the proposal is treated as if it were approved by the City Council.

 

The City pays the Hays Central Appraisal District for its services through an allocation share that is based on the City’s property tax levy in Hays County as a percentage of the total property levy of all taxing jurisdictions in Hays County and the City’s total allocated share in Hays Central Appraisal District proposed 2027 Budget is approximately $13,114, an approximately $3,305 increase from the prior year, subject to the district obtaining approval from sufficient applicable governing bodies.
