Additional Backup Information:

The Barton Creek - Bank Erosion Restoration project stabilizes a failed streambank along Barton Creek to protect the Ann and Roy Butler Hike and Bike Trail, restores environmental function, and prevents further erosion within the Barton Creek watershed. The project includes bank stabilization, storm drainage improvements, and construction of an engineered trail bypass to replace an existing informal path and improve long-term trail resilience. The need for the project originated after flood events in 2016 and 2018 caused approximately 215 feet of streambank to fail along the south bank of Barton Creek, bringing the top of the approximately 20-foot bank to the edge of the trail and requiring temporary safety fencing to protect trail users.

During installation of limestone rock riprap along the creek bank, silty channel-bottom soils with lower-than-anticipated bearing capacity caused placed rock to settle, requiring additional material to achieve the required stabilization. In addition, sacrificial soil nails installed for slope stabilization did not initially meet performance standards due to unexpected subsurface conditions. The engineer of record revised the design by increasing soil nail lengths, and installation required substantially greater grout quantities than originally estimated because of voids and soil variability encountered during drilling.

The requested authorization will allow payment for these necessary construction modifications and ensure the completed project meets engineering performance standards, protects the public trail, and achieves Austin Watershed Protection goals related to erosion mitigation and infrastructure protection.

The Ann and Roy Butler Hike and Bike Trail is a heavily used public facility. Construction activities required temporary localized trail adjustments; however, the completed project improves long-term public safety by restoring separation between the trail and the creek bank and reducing the likelihood of future erosion-related impacts or closures.

Approval of this contract is time sensitive to allow construction completion and contract closeout.

This project is located within zip code 78704 (District 8).
