Austin Financial Services issued an Invitation for Bids solicitation IFB 1500 RGW1026 for these services. The solicitation was published on August 4, 2025, and closed on September 9, 2025. Of the four offers received, the bid submitted by the recommended contractor was the lowest responsive bid received. Austin Resource Recovery’s Comprehensive Plan serves as a strategic guide for achieving the City’s Zero Waste goal of reducing landfill-bound waste by 90% by 2040. Zero Waste represents a shift from traditional waste management to a materials management approach, where waste is minimized through reduction, reuse, recycling, and composting.

 

The contract will provide collection, transportation, maintenance, and cleanup of refuse materials generated by residential multi-unit customers within designated metropolitan areas. The contract supports the City’s Zero Waste initiative by ensuring continued and expanded residential dumpster collection services. The contract aligns with departmental and citywide sustainability goals by maintaining essential sanitation services and reducing environmental impact. Performance will be tracked through service reliability metrics, customer satisfaction scores, and type and weight of tonnage collected.

 

The contract will replace an existing contract that will expire on February 20, 2026. Requested authorization is based on departmental estimates, historical spend and forecasted usage. The recommended contractoris the current provider for these services.

If the City is unable to secure a contract, ARR will experience service disruptions, delays, or suspension of residential dumpster collection services, resulting in a significant risk to public health and safety, and negatively impacting the City’s environmental goals.
