Purpose and Background

The Austin Rosewood Community Development Corporation (ARCDC) was established in 1995 as a condition of a federal loan guarantee used to construct the Millennium Youth Entertainment Complex (MYEC). ARCDC was formed as a local government corporation under state law and oversaw the construction and operation of the MYEC, which was completed in 1999. For many years, a third-party operator managed day-to-day operations. Following the expiration of that operating agreement in October 2025, operational responsibility transitioned to City staff to provide direct City oversight and align facility operations with City policies and procedures.

 

In March 2026, the ARCDC recommended dissolving its corporate governance structure and transitioning to a City advisory board. This approach maintains a formal role for community input and representation while placing operational authority and accountability with the City.

 

Proposed Action

The proposed ordinance establishes the Millennium Youth Entertainment Complex Advisory Board in City Code and defines its purpose, duties, and membership. The board will advise the City Council on matters related to the MYEC’s mission, accessibility, cultural stewardship, programming, community partnerships, and long-term priorities. Its responsibilities will also include providing recommendations regarding budget needs, operational policies, programs and services, public access, historical and cultural preservation, and planning for future facility improvements.

 

The advisory board will consist of 11 members appointed by the City Council, with membership reflecting experience or knowledge in areas such as youth development, arts and entertainment, community programming, cultural preservation, and neighborhood advocacy. The board will serve solely in an advisory capacity and will not direct City staff, manage facility operations, approve expenditures, or exercise contracting or signatory authority.

 

Establishing the advisory board will preserve a formal mechanism for community participation in the MYEC’s future while clarifying that City staff are responsible for the facility’s day-to-day operations. The proposed governance structure is intended to support continuity of services for youth, families, and surrounding communities while recognizing and preserving the MYEC’s historical and cultural significance. City staff will continue to manage facility operations and will provide administrative support to the advisory board following its establishment.
