Of the three bids received, the recommended contractor submitted the lowest responsive bid. The East Allandale White Rock Neighborhood Water and Wastewater System Renewal Project is part of the Renewing Austin Program, an ongoing program to replace and upgrade deteriorated and aging water lines with a documented history of multiple breaks. The project will also upgrade wastewater lines in need of replacement within the project area.
The project will help to reduce operating and maintenance cost by preventing repeat water main breaks, sewer leaks, and sewer overflows. Work consists of removing and replacing existing water and wastewater mains in the East Allandale neighborhood. Water system upgrades include approximately 3,000 linear feet of 6-inch, 8-inch, and 12-inch ductile iron and polyvinyl chloride (PVC) pipe along with service connections and accessories. Wastewater system upgrades will include approximately 700 linear feet of 8-inch PVC pipe, manholes, service connections, and 100 linear feet of cured-in-place pipe lining.
This contract will include the award of an alternate bid item for additional water and wastewater improvements along Woodview Avenue. An alternate bid is a specified item of the construction work that is priced separately and may be awarded as part of the contract, if the bids come within the specified budget.
Due to the potential for unforeseen and unknown conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
The project proposes lane closures and detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic and will work to ensure that residents and businesses always have access to driveways. Roadways will be reopened to the public at the end of each working day. If access cannot be maintained, written notice will be provided to the property owner(s) at least 24 hours in advance. In addition, temporary water and wastewater service interruptions will occur during pipeline tie-in and service reconnection. Customers will be notified at least 48 hours in advance of planned service interruptions.
This construction contract is time sensitive and is a critical component of improving the infrastructure stability of the water distribution and wastewater collection systems.
The contract allows 545 calendar days for completion of this project.
