The cooperative purchase agreement will allow the City to participate in the purchase of various goods and services through the use of contracts already in place through the North Central Texas Council of Governments cooperative purchase program. Through competitive solicitations from multiple lead agencies, the North Central Texas Council of Governments cooperative provides the opportunity for members to purchase equipment, goods, and services through volume leveraged and competitively bid contracts that result in volume discounts.
The North Central Texas Council of Governments cooperative has hundreds of cooperative contracts available to over 275 entities across the state with contracts available for the purchase of goods and services such as automotive parts, information technology, traffic and parking control, playground equipment, disaster preparedness and relief, and other business products and services. They also offer free and reduced procurement trainings to their members with both in person and virtual options which count towards multiple professional procurement certifications.
A cooperative contract is a commercial contract that was competitively solicited and awarded by one government entity (federal, state, local government, university, school district or other qualified cooperative organization) and made available to other governmental entities. The City uses cooperative contracts when advantageous to do so due to their volume discount pricing, preferential terms and conditions, and administrative cost savings.
A cooperative purchase agreement is an agreement between governmental entities establishing the legal grounds for participating governmental entities to establish and share cooperative contracts. The City enters into cooperative purchase agreements to access the cooperative contracts of other governmental entities, as well as to share the City’s cooperative contracts with other governmental entities.
The agreement is entered under the provision of Chapter 271, Subchapter F, Texas Local Government Code.
