The contract amendment is for the purchase of additional GrayKey Premier and satellite software licenses and hardware used in criminal and internal investigations to extract messages, media, deleted files, communications, and location data from locked iOS and Android devices. Austin Police Digital Forensic Unit certified examiners use extracted data, including full file systems and deleted files for analysis, reporting, and collaboration with the Travis County District Attorney’s Office. The tool is securely stored in the lab, used in compliance with standard operating procedures, and incorporated into training programs to enhance examiner skills, supporting both high-profile investigations and routine casework.
Austin Police needs additional contract authority to purchase necessary satellite software licenses and hardware. The additional services increased the authority needed beyond City Manager authorization.
The General Services Administration is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
If the amendment is not approved, Austin Police may face prolonged extractions, potential case backlogs, and lost evidence due to encryption limitations.
