Funding in the amount of $31,316 is included in the Fiscal Year 2022-2023 Austin Public Health Department Operating Budget Special Revenue Fund. Funding for the remaining terms is contingent upon available funding in future budgets.

January 26, 2023- Council authorized negotiation and execution of Amendment No. 1 to the interlocal agreement with Integral Care to add funding in an amount not to exceed $27,801 to the 12-month term starting on March 1, 2022, on an 11-0 vote.
February 17, 2022 - Council authorized negotiation and execution of contracts with providers of HIV-related services under the Ryan White Part A HIV Emergency Relief and Minority AIDS Initiative Grant Programs, for an initial 12-month term beginning on March 1, 2022, with up to three additional 12-month renewal options, on an 11-0 vote.

July 6, 2021 - The Austin HIV Planning Council approved Part A budget allocations by service type, which are used to determine individual allocations for subrecipients when a Notice of Award is received from the Grantor.

The Ryan White Part A grant is awarded annually by the Department of Health and Human Services Health Resources and Services Administration (HRSA) in two separate allocations, and it is necessary to increase the funding for this agreement with Austin Travis County Integral Care (Integral Care) based on the second award amount received from HRSA. A five percent increase in grant funding is anticipated for each future grant award.
Proposed subrecipient contract maximums include increases from the Fiscal Year 2022 “base” that are recommended in order to adjust contracts to actual federal awards as they are received; adjust contracts based on adopted service ability to execute contracts within 45 days of federal notice of award as required by grant terms and conditions; and avoid repeated requests to Council in 2022-2023 for contract amendments based on potentially late notices of awards or the need to shift funds from one service or community partner to another, in a timely manner, as required by the grant.
The City’s obligation is strictly limited to funding awarded by the federal government and appropriately allocated to medical and support services according to grant legislation, regulation, and HIV Planning Council priorities.
The base interlocal agreement with Integral Care was awarded through RFA #003-Ryan White HIV/AIDS Program (also RWHAP)-2022-PN and authorized by Council for the 2022-2023 grant term of March 1, 2022 through February 28, 2023 in an amount not to exceed $333,604 for the initial term, with three 12-month renewal options each in the amount of $333,604.
Amendment No. 3 will add $31,316 in grant funding for the 2023-2024 grant term of March 1, 2023, to February 29, 2024, $62,632 to the grant term of March 1, 2024, to February 29, 2025, and $93,948 to the grant term of March 1, 2025 to February 29, 2026.
Amendment No. 2 exercised the first renewal option for the 2023-2024 grant term of March 1, 2023 to February 29, 2024.
Amendment No. 1 added $28,701 for the 2022-2023 grant term of March 1, 2022 to February 28, 2023, but Council approved funding in the amount of $27,801 on January 26, 2023. As a result, APH needs Council’s approval to ratify the difference between $28,701 and $27,801, or a total of $900 in additional funding.
