Austin Financial Services issued a Request for Proposals solicitation RFP 8600 MZJ3006 for these services. The solicitation was published on July 21, 2025, and closed on August 19, 2025. Of the five of offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. The contract is for the management and operations of the Caswell Tennis Center, considered one of the oldest operating tennis facilities in the State of Texas. Centrally located, the center includes eight lighted courts, one lighted practice wall, and a Pro Shop that contains approximately 400 square feet of retail floor and wall space. Caswell Tennis Center promotes community health and wellness, providing equitable, low-cost access to recreation, fostering community connections, and supporting economic development through sport tourism.
This contract is replacing the previous contract which expires on February 9, 2026. The new contract revenue estimates are a result of flat facility rental rate payments of $20,000 per quarter. In addition, an annual lump sum payment equal to 6% of annual gross revenue will be due on the 10th of January.
The recommended contractor is the current provider for these services. Texas Tennis Center LLC is certified with the City as a Local Business Preference. The contractor shall operate the center by providing staff, management, equipment, janitorial services, and general maintenance of the center.
An evaluation team with expertise in this area evaluated the offers and scored Texas Tennis Center LLC as the best to provide these services based on business plan, relevant experience and qualifications, financial viability, Small Business Preference, and Local Business Preference.
If a contract is not approved, Caswell Tennis Center will not have a qualified contractor to manage and operate the center, and the City will not receive concession revenue.
