Prior Council Action:
November 30, 2023 - Council authorized the negotiation and execution of Amendment No. 2 to the agreement with Child, Inc. to administer the Early Head Start Program, to add funding in an amount not to exceed $189,085 to the current term ending on September 30, 2024, and $189,085 to the remaining renewal option, for a revised total agreement amount not to exceed $695,470 on a 10-0 vote with Council Member Ryan Alter absent.
September 30, 2021 - Council authorized the negotiation and execution of agreements to provide public service activities through the Community Development Block Grant that address underserved and low-income individuals, for an initial 12-month term ending September 30, 2022, with three 12-month extension options, including an agreement with Child, Inc. to fund and administer the Early Head Start Child Care Program in an amount not to exceed $79,325 for the initial term and $79,325 for each extension option, for a total agreement amount not to exceed $317,300 on an 11-0 vote.

Additional Backup Information:
Child, Inc. provides Early Head Start Program services to infants and toddlers (up to the age of three) in very low-income families who reside within the City. Early Head Start provides an educational child development program that includes access to wrap-around services such as dental, medical, and nutrition services for children and counseling, social services, parent education, and involvement for parents. The Housing Department designated Child, Inc. as a subrecipient for the Community Development Block Grant Early Head Start Child Care Program for fiscal year 2024-2025 because of its more than 20 years of experience.
The City’s 2024-2029 Consolidated Plan notes the need for childcare assistance. Child, Inc. was selected for funding through the Consolidated Plan process using Public Services funding from the Community Development Block Grant.
