Funding in the amount of $200,000 is available in the Fiscal Year 2023-2024 Operating Budget of Austin Resource Recovery.
Funding for the remaining contract term is contingent upon available funding in future budgets.

The Financial Services Department issued a Request for Proposals (RFP) 1500 BJT1030 for these services. The solicitation was issued on April 24, 2023, and closed on June 13, 2023. Of the two offers received, the recommended contractor submitted the best evaluated responsive offer. This contract will provide greenhouse gas monitoring services and required reporting which include landfill leachate, methane gas collection, control system operations, regulatory guidance, expertise in maintenance, improvement, additional infrastructure, and repair services at the now closed landfill located at 10108 FM 812.
This contract will replace a contract that expired on October 31, 2023. The requested authorization amount was determined based on projected usage over the next several years. The recommended contractor is the current provider of these services. If the City is unable to secure a contract for these services, the greenhouse gas capture system operations could be in jeopardy, potentially allowing greenhouse gases to escape, impacting the City’s carbon footprint and the safety of on-site City employees and area residents.
An evaluation team with expertise in this area evaluated the offers and scored Stearns Conrad and Schmidt Consulting Engineers, Inc. as the best to provide these services based on experience, system concept and solutions proposed, cost proposal, local preference, and service-disabled veteran enterprise.
