The requested action is for Council to ratify the contract with AECOM Technical Services, Inc., which has been procured under authority of Section 252.022(a)(2) of the Texas Local Government Code as a procurement necessary to protect or preserve the public health and safety of the citizens of Austin.
Tension cracking developed in the roadway surface located at 1701 West William Cannon Drive, the west approach of the Union Pacific Railroad Underpass. The cracks were considered unsafe for driving conditions. When the cracks formed, the William Cannon Railroad Bridge project was at a 60% design level. After the cracks appeared on the west approach, the project was split in two, expediting the repair of the west approach by installing soil nails and pneumatically placed concrete at the existing face panels of the mechanically stabilized earth retaining wall. The east approach is currently at 90% design and is ongoing.
This procurement was necessary to preserve or protect the health or safety of the City’s residents.
These emergency services allowed the City to hire a contractor to perform the necessary construction to reinforce the mechanically stabilized earth retaining walls on the north and south side of the Western Approach to the William Cannon Railroad Overpass.
If the RCA is not approved, the consultant will not be paid for completing the emergency safety work required to keep the roadway open.
