Austin Financial Services issued a Request for Proposals solicitation RFP 5800 SLW3031 for these services. The solicitation was published on September 22, 2025, and closed on October 21, 2025. Of the three offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. The contract is for Citywide property and casualty insurance broker of record services for the placement of insurance policies and professional risk management services. The contract will provide various risk management services including but not limited to: loss control and prevention inspections, claims reporting and advocacy, property valuations, construction plan review services, risk modeling and forecasting including natural hazard catastrophe, and benchmarking analyses.
This will consolidate the above services with one broker allowing for savings on broker commissions and enhancing the City’s risk profile and marketability within the insurance industry. It also increases efficiency in the insurance procurement process by having a single broker authorized to purchase policies contemplated in the future rather than having to procure them individually. In addition, the Contractor will provide a cost-benefit analysis of insurable risk the City does not currently cover with an insurance policy.
The requested authorization is based on the broker’s proposed fees, the City’s historical spend across multiple contracts, as well as estimates for current and future policies. The recommended contractor is a current provider for similar services for the City.
An evaluation team with expertise in this area evaluated the offers and scored Alliant Insurance Services Inc. as the best to provide these services based on offeror experience, conceptual strategy and coverage provisions, ancillary risk management, reports, and claims handling services, contract form compliance, price, local business preference, and small business preference.
If this contract is not approved, the city will not be able to utilize the expertise of a licensed insurance broker to identify and procure additional insurance policies.
