Multiple cooperative purchase programs were reviewed for the Hexagon Enterprise Asset Management software platform. Austin Financial Services has determined this contractor best meets the needs of Austin Water to provide the Hexagon Enterprise Asset Management software platform required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

This contract will provide essential support, maintenance, licensing, and subscriptions as needed for Hexagon Enterprise Asset Management (EAM). Austin Water uses the system to manage vertical infrastructure assets, including treatment plants, lift stations, and facility assets that rely heavily on Hexagon EAM, which supports daily operational activities including preventive maintenance, asset lifecycle tracking, and reliability-centered operations for critical above-ground assets. Ensuring continued support for this system directly advances Austin Water’s strategic priorities of service excellence, proactive infrastructure, and reliability by maintaining a stable platform for data-driven decision-making and operational performance.
This contract will partly replace the existing contract, which expires November 3, 2026. The current estimates were determined on current and future growth of the Hexagon EAM software platform. The recommended contractor is not the current provider for these services.
The Omnia Partners is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
Without approval of the Hexagon EAM Software Platform contract, critical operational activities to maintain and manage the Austin wastewater treatment plants and other vertical assets may be disrupted, negatively impacting service reliability and the plants' operational performance.
