Additional Backup Information:
Austin Transportation and Public Works Department (TPW) is requesting Council approval of a resolution providing a firm commitment by the City to fund the Dean Keeton Street at Interstate Highway-35 (IH-35) transit betterment associated with the Texas Department of Transportation’s (TxDOT) IH-35 Capital Express Central Project in the amount of $1,000,000. Any costs exceeding $1,000,000 will require additional Council action.
The betterment would provide a dedicated center-running transit lane through the reconstructed, at-grade IH-35 frontage-road intersection at Dean Keeton Street. The improvement is intended to accommodate transit operations through the reconstructed intersection and support the City’s transit and multimodal transportation objectives outlined in the Austin Strategic Mobility Plan.
TxDOT has requested a formal funding commitment from the City before proceeding with updates to the project design and incorporating the betterment into its next construction bid package. The requested Council action would provide the funding commitment necessary for TxDOT to advance this work.
This request is distinct from an action authorizing negotiation and execution of an Advanced Funding Agreement (AFA). The City is not being asked to provide funding to TxDOT immediately. Rather, Council is being asked to establish the City’s commitment so TxDOT can advance the design and construction packaging process. TPW will return to Council at a later date to authorize negotiation and execution of an AFA with TxDOT closer to when the funding is required.
