Funding is available in the Capital Budget of the Watershed Protection Department. 

 

Funding for the extension options is contingent upon available funding in future budgets.

The Financial Services Department issued an Invitation for Bids (IFB) 6100 CLMC1014 for these goods and services. The solicitation was issued on March 11, 2024, and closed on April 11, 2024. Of the four offers received, the recommended contractor submitted the lowest responsive offer. The Watershed Protection Department (WPD) began its in-house small project design initiative in 2017 to provide flood risk reduction solutions for protecting the life, safety, and property of its Austin residents in an expedited and efficient manner.  The first Stormwater Infrastructure Improvements - Closed Systems indefinite delivery/indefinite quality (IDIQ) contract that successfully constructed the projects designed through the WPD has expired. This contract provides response services to stormwater infrastructure city-wide generally consisting of, but not limited to:

                     Construction and/or repair of storm drain and box culverts in the right of way and drainage easements;

                     Construction and/or repair of storm drain inlets;

                     Removal of storm drain systems;

                     Roadway repaving and sidewalk reconstruction;

                     Traffic control;

                     Revegetation within drainage easements;

                     Installation and/or repair of storm drain outfalls;

                     Limited channel stabilization associated with storm drain improvement projects;

                     Utility relocation including water, wastewater, electric, and cable as needed;

                     Construction of mechanically stabilized walls using natural limestone block; 

                     Construction of mechanically stabilized and vegetated slopes using turf reinforcement matting, geogrid, and soil; 

                     Placement of rock riprap and limestone block grade control structures within a channel bed;

                     Limited replacement or repair of storm drains within the right-of-way, associated with a channel stabilization project; 

                     Construction within active stream channels with close attention to erosion controls and care of water;

                     Relocation of fish in dewatered channels;

                     Repair of stormwater pond embankments;

                     Dewatering of stormwater ponds;

                     Sediment removal within stormwater ponds

                     Repair of outfall structures and outfall channels downstream of stormwater ponds, and

                     Decompaction and revegetation of disturbed areas with native grasses.

 

The IDIQ contract documents include City standard details and specifications, and estimated quantities of work anticipated under the contract.

 

This is an IDIQ contract which provides for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. IDIQ contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.

 

The not-to-exceed contract amount of $7,500,000 is the amount budgeted for this contract and Council authorization will allow the WPD to issue work assignments up to the budgeted amount within the specified contract time. These work assignments will enable the department to expedite the construction of small projects designed in-house to provide flood risk reduction solutions.

 

The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.

 

This request allows for the execution of a contract with Facilities Rehabilitation, Inc., for an estimated period of one year with three one-year extensions. However, if funds for the initial term are expended staff may accelerate the extension options, but in no event will exceed the total contract amount. The extension options are subject to the agreement of both parties. 

 

This project is located at various locations within Austin city limits and exact locations will be known once work assignments are created. Impacts to public use of property should be limited due to the nature of the small projects and the work is typically contained to right-of-way or an existing easement. In cases where a short-term lane closure or utility shut-off is required, the project team will communicate with residents.

 

A delay in contract approval could create a significant delay in improvements to storm drain and pond infrastructure.

 

The project work will occur city-wide in all districts.
