Authorize negotiation and execution of an agreement with Communities for Recovery, Inc. for peer-based recovery support services for an initial 12-month term ending September 30, 2026, in an amount not to exceed $266,174, with four 12-month extension options each in an amount not to exceed $266,174, for a total contract amount not to exceed $1,330,870. Funding: $266,174 is available in Downtown Austin Community Court’s Operating Budget. Funding for the remaining years of the agreement is contingent upon available funding in future budgets.

Long-term homelessness, physical and mental health issues, and substance use disorders are among the common challenges of the clients of the Intensive Case Management (ICM) program at Austin Community Court. All of these factors serve as barriers to achieving stability and obtaining and maintaining housing. The ICM staff connects clients with supportive services and work to locate permanent housing for all clients.
Austin Community Court issued a Request for Applications (RFA) PSS2025EMS for peer-based recovery support services. The solicitation was issued on April 10, 2025, and it closed on May 22, 2025. Applicants were required to have successful experience providing the proposed service(s) and/or working with the target population. Agencies with experience serving the target population seeking to create a new program, or that have a successful program that could benefit the target populations were encouraged to apply. Of the eleven applications received, the recommended applicant submitted the best evaluated responsive offer. The solicitation was advertised through One Voice Central Texas, a coalition of over one hundred local health and human services organizations and through CTOSH (Collaboration Technologies for Organizations Serving the Homeless), a primary method of communication for local planning groups, homeless services providers, and individuals interested in issues of homelessness in Austin and Travis County. Eleven applications were received.
The following award is recommended by Austin Community Court: Communities for Recovery, Inc., providing peer-based recovery support services.
Communities for Recovery, Inc. (CforR) provides peer-based recovery support services for persons with substance use disorders or co-occurring mental health disorders. CforR will connect peers in recovery to help Community Court’s ICM clients obtain and maintain long-term recovery. CforR will also have a Peer Recovery Coach dedicated to working onsite at Community Court during business hours, who is an integral part of Community Court’s walk-in housing-focused case management program. This staff will enhance Community Court’s services by welcoming individuals, establishing relationships with individuals in the lobby seeking services, and helping with resource navigation services.
