Authorize an amendment to a contract for continued original equipment manufacturer parts, maintenance, repair services, and upgrades for fuel island systems and fuel storage tanks with Excell Environmental d/b/a Excell Fueling Systems, to increase the amount by $1,700,000 for a revised total contract amount not to exceed $5,200,000.

For the goods and services required for this contract, there was insufficient availability of M/WBEs; therefore, no subcontracting goals were established].

Funding is the amount $86,667 is available in the Fiscal Year 2022-2023 Operating Budget of Fleet Mobility Services. Funding for the remaining contract term is contingent upon available funding in future budgets.

The proposed amendment will allow for additional authority to provide original equipment manufacturer parts, maintenance, repair services, and upgrades for all City-owned fueling facilities including aboveground fuel islands and fueling systems, underground fuel storage tanks, and related parts. The City currently has 85 fuel tanks and 40 sites dispensing gasoline, diesel, propane, and alternative fuels. The contractor provides on-site diagnostics, annual fuel storage tank cleaning, annual testing, monthly operational inspections, and fuel island upgrades. Repair services supplement the work performed by City technicians and parts are purchased for maintenance and repairs.
The proposed amendment to this contract is necessary due to significant price increases for various parts and additional upgrades required for aging infrastructure at fuel islands in multiple locations. Upgrades will include replacing underground steel fuel tanks with larger fiberglass tanks, installing improved drainage systems, and replacing antiquated facility canopies and fuel dispensers.
If the proposed amendment is not approved, the City may not have the ability to replace the fuel tanks and install improved drainage systems that would effectively diminish negative impacts on the environment, increased down time, and the City may not stay in compliance with all city, state, and federal regulatory requirements.
