Authorize negotiation and execution of an amendment to an agreement with Sunrise Community Church d/b/a Sunrise Homeless Navigation Center to provide permanent supportive housing services, through September 30, 2025, to add funding in an amount not to exceed $250,000 to the current agreement, and to add $250,000 to each of the two remaining one-year extension options, each for an amount not to exceed $600,000, for a revised total agreement not to exceed $2,430,007. Funding: $250,000 is included in the Fiscal Year 2024-2025 Homeless Strategy Office budget.

August 31, 2023 - Council approved negotiation and execution of Amendment No. 1 with Sunrise Homeless Navigation Center, without objection.
September 1, 2022 - Council approved the negotiation and execution of an emergency agreement with Sunrise Homeless Navigation Center on an 11-0 vote.

Sunrise Homeless Navigation Center is an Austin-based nonprofit that provides services to individuals experiencing homelessness. The services include a hotline, case management, outreach, housing programs, humanitarian aid, meals, medical and mental health care, mail services, hygiene, physical and mental health wellness, harm reduction, housing interventions, and benefits enrollment.
Approval of this item will authorize Amendment No. 3 to the Emergency Housing Voucher-Permanent Supportive Housing Program. This amendment adds $250,000 to the current agreement and to each of the two remaining extension options beginning on October 1, 2024.
The Emergency Housing Voucher-Permanent Supportive Housing Program utilizes emergency vouchers to connect individuals experiencing homelessness to housing. It also increases client housing stability through wrap-around case management and financial assistance.
If authorization of Amendment No. 3 is not approved, it will limit the Homeless Strategy Office’s ability to provide permanent supportive housing services.
The original agreement was approved for a term of 13 months ending on September 30, 2022, for a total agreement amount not to exceed $393,750. Amendment No. 1 extended the agreement and added funds in the amount of $236,257.46 for the period of October 1, 2022 to March 31, 2024. Amendment No. 2 exercised the first extension option in the amount of $349,999.54 for the period of April 1, 2024 to March 31, 2025.
