Multiple cooperative purchase programs were reviewed for these goods and services. Austin Financial Services has determined this contractor best meets the needs of Austin Technology Services to provide these goods and services required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

The contract is for the T-Mobile Control Center platform to support the management of T-Mobile broadband services for first responder vehicles. The platform will provide Subscriber Identity Module (SIM) and device lifecycle management, automated provisioning, usage monitoring, cost control, security, and connectivity automation all integrated into one platform.
First responder vehicles are currently equipped with a combination of AT&T/FirstNet and Verizon SIMs that allow for connection to Computer-Aided design and Internet of Things devices. Across the city, service availability varies by carrier and by geographical location. By adding T-Mobile broadband service in first responder vehicles and other Internet of Things devices, the City increases carrier diversity and resiliency, supporting continuity of mission-critical communications during carrier-specific outages or degradation.
This is a new contract. The City currently maintains a citywide agreement with T-Mobile for broadband services; however, the existing agreement does not allow for access to the Control Center platform.
The Sourcewell Cooperative is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
If a contract is not approved, first responder vehicles may not be able to receive mission-critical communications during carrier-specific outages or degradation.
