Approval of this item authorizes the Homeless Strategy Office (HSO) to enter a contract with Social Finance beginning September 1, 2025, to develop and implement Rapid Rehousing and Permanent Supportive Housing performance management with community providers. Social Finance will bring national expertise in performance management to help align local providers and programs with HSO’s goals, outcomes, and guiding principles. Their role will include collaborating with HSO and Continuum of Care partners to refine community project scorecards and facilitate regular, data-informed performance management sessions with providers.
This contract is critical to building a more coordinated, transparent, and outcomes-driven homeless response system, ensuring that limited resources are used effectively to reduce homelessness and promote long-term housing stability for the most vulnerable residents in Austin-Travis County.
