Additional Backup Information:
The Austin Energy System Control Center (SCC) houses multiple divisional offices including a command center for controlling major infrastructure of power plants, transmission lines, substations, and distribution lines. The SCC operates continuously and is essential to daily operations.
The existing roof of the SCC building has deteriorated over time and has been leaking for some time. This project replaces the existing roof with a new roof.
This project consists of replacing approximately 81,000 square feet of the existing low slope roof with a new insulated, reflective, roof system. All existing sheet metal will be replaced along with necessary mechanical, electrical, and plumbing (MEP) modifications. The work also includes installing a new exterior guardrail system (for compliance with Occupational Safety and Health Administration requirements) to the roof edge and recertifying the lightning protection system. Additionally, existing communication systems will be relocated.
This item includes two allowances. An allowance of $35,000 will be used for roof deck and MEP conditions. A second allowance of $15,000 will be used for wood blocking. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not yet determined at the time of bidding.
Due to the potential for unknown subsurface conditions, a 10 percent contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
There will be no impact to the public because all work will be on City property.
Strategic System Control operations of the utility will be severely impacted if this project is not implemented.
