Authorize seven contracts for telecommunication, broadband, and cellular products and services for all City departments to support computer-aided dispatch, wireless metering, remote system access, and other services with AT&T DW Holdings, Inc. d/b/a AT&T Enterprises, LLC or AT&T; Verizon Communications Inc. d/b/a Cellco Partnership; Verizon Wireless; Verizon; T-Mobile USA Inc. d/b/a T-Mobile; T-Mobile USA; and Charter Communications Holdings, LLC d/b/a Charter Communications Operating, LLC or Spectrum Reach, for an initial term of one year with up to four one-year extension options in an amount not to exceed $62,050,000 divided among the contracts. Funding: $12,410,000 is available in the Operating Budgets of various City departments. Funding for the remaining contract term is contingent upon available funding in future budgets.

Multiple cooperative purchase programs were reviewed for these goods and services. Austin Financial Services has determined these contractors best meet the needs of all City Departments to provide these goods and services required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

These contracts will provide local telephone services, wireless data network connectivity, support services, and equipment to City departments. Local telephone services include dial tone, flow meter circuits, and dedicated monitoring circuits used throughout the City. Wireless requirements have increased substantially due to the increased use of mobile technology devices, including tablets and equipment used throughout the City. Wireless data network connectivity allows service calls to be wirelessly sent via the City's Computer Aided Dispatch system to mobile data devices installed in first responder vehicles. It also enables inspectors to access permitting and inspection databases, supports wireless metering, allows utilities to route service orders directly to field crews, and provides employees with remote access to departmental systems and information.
The contract will consolidate three existing agreements for broadband cellular service and equipment and local telephone services. These agreements expire October 31st, 2027, April 30th, 2027, and August 31st, 2026. Estimates for the new consolidated contract were based on the services currently provided by the various providers under these agreements.
Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
A delay in contract approval could impact the City's ability to maintain wireless data network connectivity, local telephone services, and related equipment and services would be disrupted, impacting critical City operations for field personnel and first responders.
