Fiscal Note

$250,000 in funding is available from Travis County to be paid to the City of Austin as an annual reimbursement for services in Fiscal Year 2023-2024; and increases of seven percent each year over the next five years of the agreement, expiring in Fiscal Year 2027-2028.

 

Prior Council Action:

August 23, 2018 - Council approved the renewal of the most recent (and current) Hazardous Materials Inter-local Agreement with Travis County. (RCA 20180823-014)

The purpose of the interlocal agreement is to provide resources to respond to, evaluate, contain, and mitigate the intentional or unintentional release of chemical, biological, nuclear or radiological, and explosive, hereinto referred as Haz-Mat, related incidents in Travis County.

 

The term of this Agreement is for the period beginning as of October 1, 2023, and ending September 30, 2028.  Subject to approval by the Commissioner’s Court, the County shall pay the total cost of service identified in the below table for the services and performance identified within this Agreement.

 

 

In exchange for these payments, the Austin Fire Department (AFD) will dispatch Haz-Mat services to incidents occurring in Travis County, notify Travis County of incidents, ensure that Haz-Mat response is timely and performed in a professional manner in accordance with AFD policies, have a public information manager assist the County in coordinating responses to media questions, bill for cost recovery, provide for collection reports on qualifying incidents in Travis County, and be the custodian of Haz-Mat-related records.

 

Travis County will provide a single staff member as a primary contact for the City, maintain a contract with a Haz-Mat cleanup contractor, and provide logistical needs to support the City’s cost recovery efforts in some instances.

 

Various goals, performance measures, and reporting measures are required by the Agreement.
