Prior Council Action:

December 8, 2022 - Council approved a resolution authorizing the acceptance of grant funding in the amount of $705,979 from the Texas Department of Housing and Community Affairs for the Homeless Housing and Services Program and the Homeless Housing and Services Program Youth Set-Aside, and the negotiation and execution of a related contract, on an 11-0 vote.

This action will provide the resolution required by Section 7.22(d) of the Texas Administrative Code to be approved by the receiving entity’s governing body (1) authorizing execution of the contract for Homeless Housing and Services Program (HHSP) funds; (2) identifying the title of the person authorized to represent the entity and possesses signature authority to execute the contract; and (3) dated not more than 12 months from the date of contract execution.

 

On May 4, 2023, the City received notification of the 2024 allocation of funding for Austin in the following grants: 1) HHSP in the amount of $616,409 and 2) HHSP Youth Set-Aside in the amount of $ 231,319, for a total allocation of $847,728 for the program period of September 1, 2023 to August 31, 2024.

 

On August 8, 2023, the City received notification of a decrease in the allocation of funding in the amount of $565,042 for HHSP and $231,319 for HHSP Youth Set-Aside for a total allocation of $796,361 for the period of September 1, 2023 to August 31, 2024.

 

Austin Public Health will allocate HHSP funding to continue emergency shelter services, case management, housing assistance, and homelessness prevention services for single adults and families at the Salvation Army’s Emergency Shelters. Performance measures will be negotiated during contract development with the agency. HHSP Youth Set-Aside funding will be allocated for emergency shelter services, case management, street outreach, and housing assistance for homeless youth and young adults up to age 24 through our partnership with Youth and Family Alliance (LifeWorks). Performance measures will be negotiated during contract development.

 

HHSP was authorized by the Texas Legislature in the 81st Legislative Session. It was the first program that authorized state funding for homeless services and homelessness prevention.

 

The General Fund will not be required to contribute to this grant. All department grant application requests are reviewed by the Financial Services Department prior to submission to ensure that the grant minimizes the financial impact to the City.
