This hearing is an opportunity to receive input on community needs impacted by U.S. Department of Housing and Urban Development (HUD) formula grants. The formula grants include:
• Community Development Block Grant (CDBG),
• HOME Investment Partnerships Program (HOME),
• Emergency Solutions Grant (ESG), and
• Housing Opportunities for Persons with AIDS (HOPWA).
This hearing is a requirement to complete the City’s annual Action Plan <https://www.austintexas.gov/page/hud-required-plans-and-reports>, which serves as the City’s application to HUD for the formula grants listed above, and meets the requirements set forth in Texas Local Government Code Chapter 373 and the City’s Citizen Participation Plan <https://www.austintexas.gov/page/hud-required-plans-and-reports>. Public Notice will be coordinated by the Housing Department also in accordance with Texas Local Government Code Chapter 373, the Citizen Participation Plan <https://www.austintexas.gov/page/hud-required-plans-and-reports>, and HUD requirements.
This hearing is the first of three public hearings required to complete the Action Plan by August 2025. This first hearing fulfills HUD’s requirement for a Community Needs Assessment. Input received during this public hearing can be included in the City’s application for funding and end-of-year reporting to HUD.
The Housing Department is also consulting with the following Boards and Commissions to complete a Community Needs Assessment in Fiscal Year 2024-2025:
