Authorize negotiation and execution of an amendment to the agreement with Texas Harm Reduction Alliance to provide outreach, harm reduction education, and peer recovery support for an additional 12-month term, through September 30, 2027, in an amount not to exceed $600,000, and to add one 12-month extension option for a revised total agreement amount not to exceed $3,000,000. Funding: $600,000 is available in the Fiscal Year 2026-2027 Austin Public Health Department’s Opioid Abatement Settlement Funds. Funding for the remaining contract term is contingent upon available funding in future budgets.

Prior Council Action:
September 11, 2025 - Council authorized the negotiation and execution of an amendment to the agreement with Texas Harm Reduction Alliance for Peer Support & Education to provide outreach, harm reduction education, and peer recovery support, adding $600,000 to the term from October 1, 2025 to September 30, 2026 for an amount not to exceed $1,800,000 on consent on an 11-0 vote.
November 09, 2023 – Council authorized the negotiation and execution of an agreement with Texas Harm Reduction Alliance to provide outreach, harm reduction education, and peer recovery support for a 12-month term beginning September 30, 2023, in an amount not to exceed $600,000, with one 12-month extension option in an amount not to exceed $600,000, for a total agreement amount not to exceed $1,200,000 on consent on a 10-0 vote.
