Fiscal Note

Funding in the amount of $995,872 is available in the Fiscal Year 2021-2022 Operating Budget of the Austin Police Department. Funding for the remaining 48 months of the contract period is contingent upon available funding in future budgets.

 

Prior Council Action:

On March 23, 2017-, Council approved the negotiation and execution of an interlocal agreement with the Texas Department of Public Safety to provide forensic biology and DNA analysis services in an amount not to exceed $3,999,144. The motion authorizing negotiation and execution of an interlocal agreement with the Texas Department of Public Safety was approved on consent on Mayor Pro Tem Tovo’s motion, Council Member Pool’s second on a 9-0 vote. Council Members Casar and Garza were off the dais.

Additional Backup Information:

The interlocal agreement will continue work by the Crime Laboratory Division of DPS to operate the Capital Area DNA Laboratory located within the Austin Police Department Forensic Science Bureau. This interlocal is needed because the existing interlocal-which was approved in 2017 and has a 5 year term-is expiring this year.  The DPS Capital Area Laboratory provides forensic DNA services to Austin Police Department under the existing agreement. If approved, DPS will continue to perform supervision, training, analysis, DNA data review, CODIS administration, and other needed DNA-related activities for Austin Police Department cases where DNA analysis is needed, including timely analysis of sexual assault kits.
