Authorize negotiation and execution of an interlocal agreement with WorkSource Greater Austin Area Workforce Board d/b/a Workforce Solutions - Capital Area Workforce Board to provide childcare quality improvement services and direct childcare services, for a 12-month term in an amount not to exceed $1,174,121, with four 12-month extension options in an amount not to exceed $1,118,210 each, for a total agreement amount not to exceed $5,646,961.

Fiscal Note
Funding in the amount of $1,118,210 is available in the Fiscal Year 2024-2025 Operating Budget of the Economic Development Department, and $55,911 in one-time funding is available in the Fiscal Year 2024-2025 Budget Stabilization Reserve Fund. Funding for the extension options is contingent upon available funding in future budgets.
Prior Council Action:
Council approved the original 12-month agreement on August 18, 2016. Council approved Amendment 1 on December 15, 2016; Amendment 2 on April 6, 2017; Amendment 4 on February 15, 2018; Amendment 8 on September 2, 2021; Amendment 10 on August 31, 2023; and Amendment 11 on March 21, 2024.

In 2016, the City entered into an interlocal agreement with Workforce Solutions - Capital Area Workforce Board (WFS) for the Quality Child Care Collaborative (QC3). This Council action will continue this work with a new interlocal agreement. The goal of QC3 is to increase the capacity of accessible and affordable high-quality childcare for families in Austin and Travis County. This goal is accomplished by:
1. Increasing the accessibility of high-quality childcare services for income eligible families by supporting the Texas Rising Star Program framework;
