Substandard streets are publicly owned roadways within the City of Austin's jurisdiction that do not meet current City requirements because they have pavement widths that are less than 24 feet and typically lack curb and gutter, drainage, bicycle accommodations, or sidewalk infrastructure.
The City evaluated Ross Road, a substandard street, as part of the 2016 Mobility Bond. The evaluation was captured in a Preliminary Engineering Report (PER) and its primary goal was to develop recommendations to improve mobility and safety along the project area. The project area in the PER includes Ross Road between State Highway (SH) 71 and Pearce Lane (referred in the report as "Ross Road North") and between Pearce Lane and Heine Farm Road (referred to as "Ross Road South").
