Authorize negotiation and execution of interlocal agreements with the following independent school districts: Brackett, Carrizo Springs, Comstock, Cotulla, Crystal City, Eagle Pass, Knippa, La Pryor, Rocksprings, Sabinal, San Felipe Del Rio, Utopia, and Uvalde to permit their independently owned two-way radio subscriber units and other related communications equipment to connect to the Greater Austin-Travis County Regional Radio System (GATRRS) Master Site to facilitate interoperable and seamless radio communications with GATRRS users, each agreement with an initial term of up to 12 months, with automatic 12-month renewals unless terminated by one of the parties. The City and its partners in GATRRS provide leadership for Project 25, a multi-jurisdictional, interoperable 700 MHz/800 MHz, trunked radio communications system. In 2005, a federal grant provided a substantial upgrade to the GATRRS Master Site, with the stated purpose to include the hosting of other government jurisdiction radio systems into a common wide-area system to improve radio communications interoperability for day-to-day operations, mutual aid, and critical incident operations among government agencies. "Interoperability" is defined by the United States Department of Homeland Security as "the ability of emergency response agencies to talk to one another via communication systems to exchange voice and/or data with one another on demand, in real time, when needed, and as authorized."
