Funding in the amount of $440,000 is available from the Fiscal Year 2024-2025 Homeless Strategy Office Department's Operating Budget. Additional funding is contingent upon available funding in future budgets.

August 14, 2024 - Council adopted the City Budget for Fiscal Year 2024-2025, allocating $440,000 for the Homeless Engagement Assistance Response Program.

Approval of this item will authorize the Homeless Strategy Office to negotiate and execute an agreement with Urban Alchemy and exercise four extension options beginning October 1, 2024, for homeless intervention through the Homelessness Engagement Assistance Response (HEART) program. The pilot program was launched February 1, 2024, in high-need areas downtown to identify new ways to improve outcomes for individuals experiencing homelessness based on individual needs. HEART is a boots-on-the-ground proactive engagement program. In the first two months of the program's launch, Urban Alchemy interacted with 394 individuals experiencing homelessness and provided 754 social service connections. These activities include provision of food, water, hygiene supplies, clothing, shoes, and first aid supplies.
