Authorize negotiation and execution of an interlocal agreement with Travis County for the City's management to implement the Austin/Travis County Food Plan to achieve a more sustainable and just local food system for Austin and Travis County residents for a 42-month term ending on September 30, 2028, in an amount not to exceed $281,648, to be paid to the City by Travis County. This interlocal agreement does not require the City to expend funds and does not have a fiscal impact An amount not to exceed $281,648 is to be paid to the City by Travis County over an approximately 42-month term ending on September 30, 2028.
Prior Council Action:
June 10, 2021 - Council approved Resolution No. 20210610-039 directing the City Manager to lead the planning and implementation of a five-year Food Vision and Action Plan (the Food Plan) for Austin/Travis County, including appropriately resourcing the strategic planning process.
October 10, 2024 - Council approved Resolution No. 20241010-026 adopting the Austin/Travis County Food Plan on a 10-0 vote.

In addition to adoption of the Food Plan by Council, the Travis County Commissioners Court approved a Resolution of Support for the Food Plan on October 29, 2024. The adopted Austin/Travis County Food Plan acknowledges in goal nine that the success of the overall Food Plan is contingent on the support for effective implementation of the food plan. The strategies included under this goal describe mechanisms to achieve success, with the first strategy addressing the need for an implementation lead organization:
