Authorize negotiation and execution of an amendment to the agreement with Family Eldercare to provide permanent supportive housing services at Pecan Gardens for seniors experiencing chronic homelessness, to add $142,180 to the current term through September 30, 2025, and to each of the two remaining 12-month extension options for a revised total agreement amount not to exceed $6,276,540. According to the most recent TX-503 Continuum of Care Needs and Gaps Report, nearly one-third of people served by the Austin/Travis County Homeless Response System are chronically homeless. This means they have a disabling condition-such as a mental illness, substance use disorder, or physical disability-and have either been homeless continuously for at least a year or experienced four or more episodes of homelessness over the past three years, totaling at least 12 months. The most effective, evidence-based intervention for this population is Permanent Supportive Housing (PSH), which combines long-term rental assistance with individualized supportive services like case management, mental health care, substance use treatment, and healthcare access.
